Warnings before enforcement over illegal feeding

The government said verbal warnings will be given before enforcement action for a month after an amendment to the city’s wildlife protection law takes effect. The Legislative Council passed the Wild Animals Protection (Amendment) Bill in May, raising the maximum penalty of feeding wild animals to HK$100,000 and a one-year jail term. There will be a fixed penalty of HK$5,000 for illegal feeding, and the ban will be extended to cover feral pigeons. The new law takes effect on August 1. The Agriculture, Fisheries and Conservation Department (AFCD) said on Wednesday that officers will issue verbal warnings before taking enforcement actions when they find any illegal feeding activity from August 1 to 31. “Starting from September 1, enforcement officers will take enforcement action immediately without prior verbal warning if any person is found to be illegally feeding feral pigeons or wild animals,” it said in a statement. In addition to the police and AFCD officers, appointed officers from the Food and Environmental Hygiene Department, the Leisure and Cultural Services Department and Housing Department can also take enforcement action against illegal feeding, the AFCD noted.
