Alberta hospital patients waiting to move into continuing care are paying millions in fees

The Alberta government says the number of patients occupying hospital beds without needing that level of care is a key driver of the need to overhaul the provincial health-care system. Such patients are designated alternate level of care, or ALC. Dat
