FS outlines Hong Kong's role in national development

Financial Secretary Paul Chan said on his blog on Sunday that Hong Kong should integrate further with China's national development and contribute to modernisation. Chan said that the Third Plenary Session held in Beijing last month passed the "Decision of the Central Committee of the Communist Party of China on Further Deepening Reform and Promoting Chinese-style Modernization," which outlines Hong Kong's strategic positioning in leveraging the advantages of the "One Country, Two Systems" framework, enhances the city's status as an international hub, and supports Hong Kong in gathering top international talent. As an international financial centre, Chan said that Hong Kong should fulfil its role as an offshore RMB business hub, focusing on shipping centre development, smart shipping, and green shipping, to make Hong Kong a "cross-border supply chain management centre" that provides one-stop support for mainland enterprises in expanding their production capacity and supply chain layout overseas. Chan said this will generate new trade service demands and attract greater opportunities. He said the SAR government is also recruiting talent and has launched a series of initiatives like the Top Talent Pass Scheme that supports talent development and living conditions to attract more top international talent to the region.
