The minority investor is in full charge of the club's sporting operations at present.
Per ESPN, United are going as far as to take away credit card allowances from senior employees.
United want to spend big this summer on transfers but also stay within FFP limits.
The club do not want to fall foul of the Premier League's profit and sustainability rules.
"We have seen this season that Financial Fair Play rules have real teeth, so we have to be very careful to ensure we remain compliant, and we will," United's chief operating officer Collette Roche stated back in December.
"That means being really disciplined on spending going forward, with a balance between incomings and outgoings."
