The government said on Wednesday that part of the money it earmarked for implementing a waste charging scheme has been used on other green policies, after the programme was shelved in May. It was responding to a written question from Third Side lawmaker Tik Chi-yuen, who noted that the scheme's estimated expenditure for the current financial year was more than HK$580 million. Environment chief Tse Chin-wan said in response that the money has been reallocated, to things including strengthening recycling facilities and improving publicity on waste reduction and recycling. Staff have also been redeployed to build up community and food waste recycling networks, he said. Tse said a revised estimate for the Environmental Protection Department for this financial year will be released in next year's budget, for the scrutiny of lawmakers. The minister said the government's contracts with designated garbage bag and label suppliers are still ongoing, but they don't mandate production and storage quantities, and payment is needed only for the actual amount produced. "These contracts are still in effect at present and we will continue to maintain communication with the suppliers and properly handle all issues in accordance with the contract provisions," he said. Tse added that agreements with major retail chains and wholesalers run through 2027, and officials have collected all unsold bags and labels from them, and are verifying sales figures for making payments.
