High Court allows challenge on prison clothing rule

The High Court has agreed to hear a legal challenge against a policy requiring women on remand to wear long trousers, even in the hot summer months. Judge Russell Coleman on Tuesday approved the application for a judicial review from Chow Hang-tung, former vice-chairwoman of the now-disbanded Hong Kong Alliance in Support of Patriotic Democratic Movements of China, who has been remanded in the Tai Lam Centre for Women since September 2021. The commissioner of correctional services is named as the respondent and the two sides have 14 days to agree a date for the hearing. Chow applied for a judicial review on September 6, arguing that the trousers rule amounts to sex discrimination and disregards the health of women on remand.
