Staff of Loss
Location: Sellia Town of Sorcery (Caelid) - Obtained from a corpse on top of a building, which you can reach by traversing the large tree branches near the golden sapling.Scaling: Str E, Dex E, and Int CAttribute requirements: Str 6, Dex 12, and Int 14Passive effect: Boosts Invisibility sorcery

The main reason why we feel the Staff of Loss is one of the best staves in Elden Ring is due to the spells that it boosts, namely Night Shard and Night Comet. The latter tends to be an amazing cost-effective spell with a fast casting time. It can be charged up to increase its potential damage, too. The spammable nature of the Night Comet spell and the fact that it's "invisible"--i.e. enemies are unlikely to dodge it--trivialize most combat encounters.

Lusat's Glintstone Staff

The Lusat's Glintstone Staff has a hidden passive effect in that it actually increases the FP cost of spells by 50%. That might seem questionable at first glance until you realize that it has ridiculous scaling: Int S and 413 sorcery scaling at level 10. This tradeoff makes it one of the best staff weapons in Elden Ring, especially if you use the Cerulean Hidden Tear (which temporarily negates FP consumption) on your Flask of Wondrous Physick.

Azur's Glintstone Staff
Location: Academy of Raya Lucaria (Liurnia of the Lakes) - Acquired in a hidden chamber with a Graven Mage orb; the chamber can only be accessed via a circuitous route along the rooftops.Scaling: Str D and Int BAttribute requirements: Str 10 and Int 52Passive effect: Similar to Lusat's Glintstone Staff, the Azur's Glintstone Staff also increases the FP cost of spells, albeit by only 20%. Location: Fort Laiedd (Mount Gelmir) - A random drop from magician enemies that cast thorn-type spells.Scaling: Str D and Fai CAttribute requirements: Str 8 and Fai 12Passive effect: Boosts Thorn sorcery; causes blood loss buildup (45)

Assuming you own the Shadow of the Erdtree DLC, the Staff of the Guilty should be your go-to armament if you're planning on a bleed build that focuses on Impenetrable Thorns, one of the most viable DLC spells.

Carian Regal Scepter
